First, I would like to confirm whether you have linked various program and department SharePoint sites using the Quick Links web part.
To add Team channel link, I follow steps: click on the three dots (...) next to the team name in Microsoft Teams, select Get link to team, copy the link, and paste it into the Quick Links web part in SharePoint.
On the other hand, I followed these steps to add the link: Open the communication hub site, click the Edit button in the top menu bar, then click the plus (+) sign on the left sidebar. This will open a window to input information. Copy the Teams site URL from the browser and paste it into the address input section. In the Display Name field, I entered "Team Site." After saving, I can see the link on the menu bar.
