Missing Install Components

Question

I have loaded a project, but get the following error :

Project 'Project' could not be loaded because it's missing install components. To fix this launch Visual Studio installer with the following selections:
C++ (v142) Universal Windows Platform tools

VC Project Cache error: Cannot establish connection to vcxprojreader.exe process: error code '80004005'.
Project cache will be unavailable and solution load might be slow.
Please reinstall Visual Studio and report this problem if it persists.

I have installed the component, but still get the error.
I don't understand what's the problem.

I forgot to mention, I downloaded the only C++ (v142) Universal Windows Platform tools component available, but it's ARM64, and that did not help.
