Try resetting Office applications through the registry, follow the steps:
Press Win + R, type regedit in the Run dialog box, and press Enter.
Locate the following key and rename the Office folder (right-click and select Rename, for example, Rename Office to Officeold):
HKEY_CURRENT_USER\Software\Microsoft\Office
Then reopen the Publisher application to see if the problem persists.
