I created a Site with 3 lists and some users get the following error;

Exception from HRESULT: 0x80131904

Am unable to find the root cause ?

From the description you have provided what I understood is that you created a Site with 3 lists where some users receive the following error;"Exception from HRESULT: 0x80131904"

May I know if my understanding is correct ? If so, the error message "HRESULT: 0x80131904" may be related to SharePoint Online throttling issue, in that case you can read out the suggestions provided in the following articles:

If above articles don't work for you, I kindly suggest you contact the tenant admin and let him raise a service request in Microsoft 365 admin center, which the related product team can involve more internal resource and permissions to check this scenario from backend. Sorry for the inconvenience caused.
