As per my experience, a similar issue could occur if the firewall blocks the requests sent from the O365. Temporarily close the firewall for test purposes. If that is the issue, check if any incorrect settings make it happen.
Besides, this error can also be related to slow migration performance.
Possible solutions are as follows:
- Check the local move request for the migrated users on the on-premises Exchange Server.
Get-moverequest -identity <emailaddress> | Get-MoveRequestStatistics | Export-Clixml c:\export.xml
You can open that XML file in IE or specialized readers. - Try to see if setting the TCP KeepAliveTime on the server hosting the source mailbox to 5 minutes (instead of 2 hours) will fix the issue. This can be done in the registry of the source mailbox server but requires a reboot to take effect.
