Is there any way?
I don't want to uninstall my Windows 10, but want to remove/clear all apps, settings, cookies and email account from my Windows.

For this purpose Windows 10 has the option to "Reset this PC", you can access through:
Settings
Update & Security
On the left pane, selected Recovery
Select Reset this PC and click Get started
Select Remove everything (this will remove accounts, apps, personal files, settings, etc)
Select Local Reinstall (this will use the image files stored in the local drive)
Just remember to save all important personal files before starting!
What are the status of the important computer files?
a) backup image
b) files backed up to another drive or the cloud
c) no backup and files need to be saved
d) no backup and files do not need to be saved
What problems are you having with the computer?
The image had displayed a reset with remove files. That is a windows re-installation.
Other methods of windows re-installation include:
reset save files
custom install
clean install
windows refresh
The creation and deletion of the user was mentioned.
This could have been followed with third party software that would remove applications, cookies, etc.
