What exact do you mean by outbound control? Aren't their logs that will tell you if su are being blocked? Imo 70mb is tiny.

I'm using Configuration Manager 2103 to manage about 4000 clients.
When deploying the Windows Security Update, the deployment status of some clients is as follows.
This operation has ended because the timeout period has expired.
Error code: 0X800705B4
Are there any conditions for outputting the above error?
In the environment I manage, due to the rules of the corporate network
Outbound control (70MB) is performed by IIS (distribution point),
I think that the network bandwidth is insufficient.
I would be grateful if you could give me some advice.

Please find one of client, check if the update is still downloaded on the side of console by checking UpdatesDeployment.log, here is the example:
Besides, this error in regards to software deployments on slow boundaries. If a computer gets a deployment configured not to deploy over slow boundary and don't connect to a fast boundary soon enough the deployment enters state 24 "download failed during install job" and in the deployment in sccm it is logged as a timeout.
Reinitiating the install using Config manager client center it immediately fails again with the same error. The only fix so far is to completely reinstall the client.
