Error creating a new developer account.

I had a developer account over two years ago and let it lapse. I completely deleted the account and associated information over a year ago. Now, I went in to create a new developer account and I continue to get the following error: 'MS-CorrelationId: 00000000-9489-4871-aeeb-deee21f36076 Code: 50001". I cleared the cache in my browser. then tried privacy mode, also tried chrome and fiefox but i get the same error. I even waited a day and tried again. Is this related to using the same email I used to create the first developer account (now long deleted)?
