Why am I not getting the restricted access option in excel in my PC?

I tried with another PC who has the access of restricted access in their system and given specified mail ids for the file to be accessed. But the file is not accessible to the preferred mail ids. Please let us know about the issue.

To give a background, the other PC has 2 organizational accounts on their PC, one is ours and the second one is another organization. Both are logged in. But no one except that person in our organization is able to get that option.

When creating a file with restricted access, it's taking the second org's account by default, we've also added our org email IDs as Owner, and then gave access to the others in our org. Now when other who were given access try to open the file, it says they do not have permission and require permission, but no one gets an email requesting permission.

    2. Could you please share some screenshots of the issue encountering, error prompts, the working scenario and non-working scenario with us?
    3. If using Excel desktop app, please also share your Excel version by navigating to File > Account and take a screenshot as shown below:
    4. Is there any difference between the working system and non-working system?

    1. Generally, when multiple accounts are logged in, Office 365apps will often use the last account that was authenticated. Could you please confirm if the default account is being used when creating the file?
    2. Please navigate to the subscription page and share the subscription information with us.
    3. Could you please share some screenshots of the issue encountering and the error prompts?

    I am sharing the screenshots for your reference in following order.

    1. Subscriptions page
    2. My excel account version and product info
    3. Issue when I am trying to open the file sent from another PC who has the option of restricted access but unable to access.

    Please suggest me for the methods to get me the option of "Restricted access" in my PCImage

    Based on the error message you are getting, we'd recommend you contact the sharer to confirm who sent the from another PC to check if the account used on your device has been granted permission under Restricted Access:
