I've followed webinar set up from this link https://support.microsoft.com/en-us/office/schedule-a-webinar-0719a9bd-07a0-47fd-8415-6c576860f36a and set requirement registration for everyone, my question is, why guest/anonymous attendees can join room. How can I set up webinar that only registered attendees can join? How can I block attendees share invite link?

Yes, this will affect all meetings, for an external user you must invite him with his email address in the meeting.

If external users only can invite by email, I can invite and set up Live event instead.

How many maximum member in 1 team room?

You can find here the maximum is not the same between a meeting and a Live Event https://learn.microsoft.com/en-us/microsoftteams/limits-specifications-teams#meetings-and-calls.
No you must enter the email address one by one, or you can schedule a meeting in a channel

I mean maximum member in team room (because Live event have to invite attendees from people and group, cannot invite external user.)
I've to invite external user into team room before invite they to Live event.

From that link means

1 user can create 250 teams and can be a member of 1,000 teams
1 team can have 25,000 members (have to invite external user 1-by-1) and 1 team can have 100 owner
