Update Orchestrator Service not able to set to Manual (Windows Server 2019)

Hello everyone,
I got a requirement from my customer to set "Update Orchestrator Service" Startup to Manual instead of Automatic. I did manage to change it to manual by editing 'start' registry key in UsoSvc to value 3. However, after I did a reboot on the server, this service become Automatic again.
May I know is there any way to set it to manual permanently even server is rebooted ?
