We’re sorry to hear that you're having issues exporting PDFs in Microsoft Loop. We sincerely apologize for the inconvenience this may cause.
We’ve conducted a quick test and can reproduce a similar situation in our test environment. We’ve also noticed that many users have reported similar issues with Loop recently in this community. Here are some similar threads and screenshot of our test for your reference:

It appears that the issue might be related to the Loop server side, as it is happening with different accounts and devices. As forum support, we may not have enough permissions and resources to directly check the server side, so more resources need to be involved to help further.
In this situation, we sincerely recommend you and other affected users use the in-app feedback channel to report this issue directly to theproduct team, i.e., from any Loop page, click on the Settings wheel button in the top-right corner and select "Help & feedback". Feedback submit by this way directly goes to the related team, this is the best way to let Loop developers be aware of the situation and investigate the issue to find a solution.
Note: If your organization has disabled the feedback function at the tenant level, you might not see the feedback button in Loop. In this case, please use a personal account/Microsoft account to report the issue in the Loop Feedback Community as a workaround.
