One file blocking onedrive sync

Hi,

I am wondering if the following situation is normal operation for Onedrive or if something is wrong. I use a construction estimating program that is installed on my hard drive. The program uses job files that are stored on Onedrive. It can only open one job file at a time. When the program is running, one job file will be open and so that job file will obviously not sync on Onedrive until I close it. But it seems to freeze up Onedrive completely so none of my other files sync either. Is that normal? I thought Onedrive would just ignore the one file that is open and continue syncing everything else.
