Is there a way when using the FILTER function that it will not add 0s if a cell is blank from where it is pulling data?

I'm pulling the separate location lines from the master PO # tracker to their individual location sheets by using the FILTER function, but if a milestone is left blank on the PO # sheet, it pulls a 0 when I just want it be left blank. I'm struggling to find the right formula combination to do this and maybe it isn't possible. Can anyone help advise if what I'm trying to do is possible and if so how?

This is my current formula:
=FILTER('PO #'!A:H,('PO #'!B:B="NC")*('PO #'!H:H=""))

    The Formula for NC is: 

    =IF(ISBLANK(FILTER('PO #'!A:H,('PO #'!B:B="NC")*('PO #'!H:H=""))), "", FILTER('PO #'!A:H,('PO #'!B:B="NC")*('PO #'!H:H=""))) 

    And for CA is: 

    =IF(ISBLANK(FILTER('PO #'!A:H,('PO #'!B:B="CA")*('PO #'!H:H=""))), "", FILTER('PO #'!A:H,('PO #'!B:B="CA")*('PO #'!H:H="")))
