Intune Microsoft 365 Apps RemoveMSI fails with error 0x80077562

When trying to install Microsoft 365 Apps using Intune I get an error.
Failed to uninstall the Microsoft Windows Install-based apps as instructed in the config file. Contact Intune support for help. (0x80077562)

If I manually uninstall Office 2013 and try again, it still fails at the same point (even though there is no remove to do now).

If there is no Office installed, or I have uninstalled Office AND I do not select RemoveMSI, the install completes successfully, so the issue seems to be with the RemoveMSI task.
How can I diagnose this more?

    Basically, some previous versions of Office, Visio, and Project must be uninstalled before installing Microsoft 365 Apps. If they aren’t uninstalled beforehand, the installation of Microsoft 365 Apps will fail even the RemoveMSI feature has been enabled.

    Besides, a reboot is required to finish uninstalling the MSI versions of Office. You must reboot the device manually.

    In what situations does RemoveMSI work? It seems like that option is made for what I am trying to do?
    We are using SCCM and Intune co-managed, does this make it easier to uninstall Office 2013?
