Can't install .net framework 4.8

I can't install .net framework 4.8

OS: Windows Server 2016

regedit path:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\NET Framework Setup\NDP\v4\Full
Release = 461814 (10x) = 70bf6 (16x)

But path: "Microsoft.NET\Framework64\v4.0.30319"
exists 1028 and 1033

If you saw an error dialog like this when installing .NET Framework 4.8, click "log file" link and let it show you the complete installer log. From there you might see what actual errors and then use a search engine to study what might be the solutions.

I guess I haven't administrator permissions...

There are the following statements in the log.

Parameter error

The system has installed .Net Framework 4.8 or above

Unable to uninstall .Net Framework 4.8
