No Email Option present when trying to set O365 MFA - security info under my account

Hi We are setting up Multi Factor authentication for users. Users do not get the option to set email where MFA code can be sent, when they try to set it by going to "Myaccount - Security Info - Add a method". Please let us know how we can make that option appear for the users.

    Email is not a valid method for MFA. It's only acceptable for self-service password reset, but not for MFA.

    I added the email MFA for one account but not for the other.
    The license types for two accounts are different. Maybe it's teh reason.
