User does not have Copilot Agent button on SharePoint

We bought a M365 Copilot License and user has the copilot buttons in their M365 apps but does not have the option to create agents in SharePoint as advertised.

User in question IS one of the owners of the SharePoint site and has edit permissions.
All features for Copilot are enabled including "Copilot for SharePoint"

Can you help me get this user access to Copilot on their SharePoint?

    Hi Kristen,

    I hope you are doing well. One of the end user has the same issue. He has M365 copilot license with Copilot for SharePoint included. He created the agent, he is the owner of the SP site has full permissions but still unable to access the agent. Error says "you require m365 copilot license to access agents"

    I researched and came to know that Microsoft provided:
    ✅ Eligibility:

    • Organizations with 50 or more Microsoft 365 Copilot licenses.

    🎁 What It Offered:

    • 10,000 free agent interactions per month for users without Copilot licenses.
    • Allowed unlicensed users to create, use, and interact with SharePoint agents.
    • No separate license was assigned — access was granted automatically to eligible tenants.

    this is from SharePoint Agent Trial Access (Jan 6 – June 30, 2025)

    Now that this period ended the unlicensed cannot access anymore or cannot see the copilot option in their sites.

    but the licensed user who is the one created the agent also not able to access. Please help me with this

    As I carefully read your description, I can see that despite purchasing a Microsoft 365 Copilot License, the user does not have the option to create agents in SharePoint, even though Copilot buttons appear in other Microsoft 365 apps. The user is an owner of the SharePoint site and has edit permissions, and all Copilot features ( including Copilot for SharePoint ) are enabled. Here are some steps to troubleshoot:

    Verify SharePoint Site Type & Compatibility

    • Copilot agents are only available on SharePoint Online Modern sites.
    • If the site is a Classic SharePoint site, Copilot agents may not be supported.
    • Check if the site is part of a hub site, as associated sites may need to be manually selected for Copilot access.

    Confirm Copilot Licensing & Activation

    • Ensure the user has an active Microsoft 365 Copilot license assigned.
    • Go to Microsoft 365 Admin Center > Users > Active Users, select the user, and verify the Copilot license status.
    • If the license is missing, reassign it and wait for the changes to propagate.

    Check SharePoint Permissions & Agent Creation Settings

    • Even though the user has edit permissions, some SharePoint configurations may restrict agent creation.
    • Try adding the user as a Site Collection Administrator to ensure full access.
    • Navigate to Site Settings > Site Permissions and confirm that the user has full control.

    Enable Copilot Features in SharePoint Admin Center

    • Go to Microsoft 365 Admin Center > SharePoint Admin Center.
    • Under Settings, ensure that Copilot for SharePoint is enabled.
