As I carefully read your description, I can see that despite purchasing a Microsoft 365 Copilot License, the user does not have the option to create agents in SharePoint, even though Copilot buttons appear in other Microsoft 365 apps. The user is an owner of the SharePoint site and has edit permissions, and all Copilot features ( including Copilot for SharePoint ) are enabled. Here are some steps to troubleshoot:
Verify SharePoint Site Type & Compatibility
- Copilot agents are only available on SharePoint Online Modern sites.
- If the site is a Classic SharePoint site, Copilot agents may not be supported.
- Check if the site is part of a hub site, as associated sites may need to be manually selected for Copilot access.
Confirm Copilot Licensing & Activation
- Ensure the user has an active Microsoft 365 Copilot license assigned.
- Go to Microsoft 365 Admin Center > Users > Active Users, select the user, and verify the Copilot license status.
- If the license is missing, reassign it and wait for the changes to propagate.
Check SharePoint Permissions & Agent Creation Settings
- Even though the user has edit permissions, some SharePoint configurations may restrict agent creation.
- Try adding the user as a Site Collection Administrator to ensure full access.
- Navigate to Site Settings > Site Permissions and confirm that the user has full control.
Enable Copilot Features in SharePoint Admin Center
