    I have also faced this problem. The Version V3.2.2 GST Offline tool is throwing error on all rows in the sheet "b2b,sez,de" and "Cdnr" of the excel template V2.1, giving a long list of compliances to be checked. Actually, this is not a problem with any of the data in the sheets. This problem occurs when you use the option IMPORT->IMPORT EXCEL.

    There is another option for Section-wise Copy from Excel sheet and Paste on the Offline tool using Ctrl+V. If you use this option with the same set of data, it works well and the tool creates a JASON file. This JASON file gets uploaded on GST portal properly and I have filed multiple returns today.

    So the problem is not relating to the various trouble shoot steps enumerated by Bo A. It is something else.... may be with the Template itself or with the Offline Tool V3.2.2
