Problem with sharing excel file for external users

Question

I have a Miscrosoft Business Basic plan and i want to share my live excel file for edit to external non logged users.

I select "anyone with link can edit". There is even an message saying "doesn't reguire singingin". But then when someone tries to use that link there is access denied. Or in excel mobile app there is a message saying "Access to this file is limited by Host organization". I checked in admin my sharing settings and everything is set to make external sharing possible.

Please help.

To better understand the situation, would you mind sending me more information to provide thorough guidance: 

1. Could you tell me where the Excel file is stored? Is it in your OneDrive for Business or a SharePoint document library?
2. Could you verify the organization-wide sharing settings by following these steps? These are common steps to check the sharing settings to ensure that there are no policies affecting external access:

• Go to https://admin.exchange.microsoft.com
• In the left bar navigation, select Policies -> Sharing
• In the External sharing -> confirm that the Anyone option is selected, this configuration permits external users without authentication to access content.

 

• Inder File and folder links -> Confirm that the Anyone with the link option is allowed for the choice you want.
• Click Save to save the changes.
