Hello,
I know I can have alerts sent when someone changes a file with a particular metadata value. What I would like is to have alerts sent for "New Items are added" in folders but also have a particular value for a metadata field. I'm not seeing any way to do such a thing with the out of the box alert functionality. Am I missing something or does the functionality I am looking for not exist?

I've already seen this article. What I am looking for is I want an alert for
1)New Items are added to a folder
AND
2)The item has metadata with a particular value.
Else I don't want a notification sent. Only new items added to a folder that have particular metadata values before they are even added to the foler.
Note: "Send Alerts for These Changes: Someone changes an item that appears in the following view" will only send an alert of somebody changes an item with a particular metadata value. I've tried the combination ("New items are added" and "Send Alerts for These Changes: Someone changes an item that appears in the following view"). It does one or the other. It's not an ANDed operation.
But I do appreciate the response!

See the answer I gave to TKujala above. It doesn't provide a way to alert me when new items are added to a folder that have a particular metadata value. In fact I'm actually figuring why such a thing might not exist. Our SharePoint server has scripts written to move files between folders. When a file is moved by this script it will have metadata values associated with it already.
So I am looking to be alerted when a file is moved to a folder (its new to the folder) and it already has a particular metadata value associated with it. I guess this might be an unusual use case. But if anyone thinks there is an out of the box way to configure this please let me know!
Alert with specific metadata related is not an option in OOB features in SharePoint.
Consider using Microsoft Flow attached to this folder/library and send email notification when the specific column is filled with the value you demand.
