Excel Data Rows Slipping

We have a spreadsheet for 4 separate teams to report into on separate tabs. We have a list of projects which is being pulled from a data tab and between 10 and 30 people enter the individual team tabs to provide updates for each project. The issue seems to happen when two or more people to to enter in the specific spreadsheet. The data is either slipping down a row or jumping up a row dependent on where the next person amending their data is in the list. I have already locked the filter function to reduce this but we are still getting this issue.

    Many Thanks Poonam Agnihotri but I have tried previously to run the spreadsheet as a table but it contains VSTACK formulas that then provide Spill errors when converted to a TABLE. I have as I said a DATA tab that I pull from onto each of the 4 tabs in order to maintain the same data across all tabs.
