The DISM command failed to modify the default system language

Question

Symptom An error occurs when the DIMS command is used to change the language during OS installation using scripts

Dism /image:W: /set-skuintldefaults:ZH-CN

Offline image. All en-US&zh-CN language packages have been installed

I would like to suggest you to try below parameter to set fall back language.

DISM /Set-UILangFallback:<Language_Name>
