unable to link personal account to work account at docs.microsoft.com in Profile > Settings > Account Management

Hi,
I'm trying to link my work account to my personal account.
I follow these steps:

So, I'm unable to link any account (not able to enter my work email or any other email).
My personal account is several years old (an outlook.com email account) and (as far as I know) in good standing.
My browser is a an up to date version of chrome.

    Hi, then why does the feature still exist ?
    I was told to use this mechanism to link my personal account to my work account in order to take the exam with a voucher. the voucher is valid for my work account, but that one does not permit taking exams on Microsoft Learning (see screenshot)
