    does this users have a license?

    I see that you are trying to add users to your Project Administrators group in ADO. In order to do this,
    the selected user needs to be a member of your organization. As a part of this action, they will be added to the organization and receive basic access, if available. You can check for their details in Organization Settings to confirm their access level.

    Another possibility is that the user already exists in the Project administrators group, or the user has been removed from the overall organization.
