We have a requirement to allow few people in organization to share their calendars with non-exchange domain and not to allow external calendar sharing for all others.

Create the relationship and scope it to a specific group with just those users

To set which users will share calendar free/busy information, select one of the following values:
Everyone in your organization
A specified security group
