Servermanager will not launch on 2 2019 servers

We are receiving the following error; The procedure entry point could not be located in the dynamic link library c:\windos\system32\servermanager.exe
I have tried the suggestions in this forum article.

    What's the history here? Might also try
    sfc /scannow
    dism /online /cleanup-image /restorehealth

    or a repair install by running setup.exe from the root of install media, but time may be better spent standing up a new one, patch fully, migrate roles over and move on.

    Hello,

    if you already performed the sfc /scannow and dism /online /cleanup-image /restorehealth and it didn`t help even after restarting you could try to Re-register the DLL file. The DLL file is the straightforward reason for entry point not found error. Hence, to fix this issue, we can try re-registering the specific file mentioned in the error message.

    Run CMD -> Select the best result > right-click > Run as administrator

    Type regsvr32 followed by the name of the DLL you want to re-register > Enter

    Once the DLL is re-registered, try to launch it. This should help fix the procedure entry point that could not be located.

    You can try also to reinstall the program which is throwing this error. Uninstall it, download the latest setup file and install it.

    Following; did you resolve this issue?

    'Active Directory Administrative Center' does also get the 'same' message.
    The procedure entry point could not be located in the dynamic link library C:\Windows\system32\dsac.exe

    Windows Server 2019 / Exchange Server 2019 CU11

    I could initially just normal start Servermanager but I disabled starting when logging on. So the error was not known until someone pointed it out logging on this server.
    UAC is off (i know not recommendd)

    The server did receive cumulative updates inbetween.

    Furthermore Kaspersky AV is installed.

    If I copy both EXE files from %windir%\system32 to C:\Temp\

    C:\temp\dsac.exe
    C:\temp\ServerManager.exe

    I can start both, Server manager and ADAC.
