Technically, you will be able to do this, as Microsoft does not enforce licensing requirements in code. However, you will still be in violation of the license agreement for any feature that "requires" the corresponding license.

Hello all,
I am starting in Azure through Office 365.
I was reading about Azure AD Licenses and my main questions are:
- I would like to have some features like Identity Protection, but I must assign PREMIUM P2 to all my users or just to me, considering I am the global administrator?
- It will be interesting to customize login and logout pages in O365. So, all the users must have E1, E3, E5, F1 or F3? Or if I only apply an E3 license to me, I will be able to customize de pages for whole organization? I am asking because the licenses today are Office 365 Business Premium.
