I'm trying to establish geo-replication for an Azure SQL DB but there is no geo-replication option available (see attached screen shot). All the documentation indicates it should be there. What am I doing wrong?

In the screenshot you have shared above, I can see the replicas option You just need to click on that button to create a geo-replication.
Like I did below.
