    I suggest you start with these instructions by Kapil Arya MVP, Volunteer Moderator at Microsoft Answers. Fix Your IT Administrator Has Limited Access To Some Areas Of This App: Page not available Can’t access Virus and threat protection on Windows Security   If the above suggestions do not resolve the issue, please follow these directions.

    • Open Windows File Explorer, navigate to C:\Windows\System32\SecurityHealth
    • Inside the SecurityHealth folder, look for SecurityHealthSetup.exe
    • Right-click on SecurityHealthSetup.exe and select "Run as administrator."
    • A blank window should flash for few seconds and then you can retry Windows Security again.

    If the SecurityHealth folder is empty proceed as follows.

    • Download SecurityHealthSetup_***.exe (Microsoft Catalog) and save to your Desktop or your Downloads folder.
    • Right-click on SecurityHealthSetup_*.exe and select "Run as administrator."
    • The Windows Security UI should work afterwards. If not, restart the computer, wait a few minutes for the system to initialize and check Windows Security again.
