Cannot reinstall uninstalled MSPaint

Question

Operating System: Windows 10 Enterprise LTSC 64-bit (10.0, Build 19044) (19041.vb_release.191206-1406)

I have uninstalled mspaint using
mspaint.exe /uninstall

I have backupped the file beforehand, however pasting the file into system32 doesn't work and gives Unable to create new document

I do not have mspaint in Apps & Features

I have tried to run DISM /Online /Cleanup-Image /RestoreHealth but it did not fix the issue (even after a restart)
Running Add-WindowsCapability -Online -Name "Microsoft.Windows.MSPaint~~~~0.0.1.0" returns:

And does not return mspaint back
