i work in a school system, I'm looking at assigning about a thousand teams phone number across 20 different locations. is there a way to assign a phone number to a group or OU and also set the Emergency location?

You could try to set up a call queue and assign the teams group. For more details about how to assign it to Teams groups, you could refer to this article's step.

i'll read through this but I have to assign over a 1000 users their own teams phone number and they are in over 20 different locaitons

Which options do you want to choose to connect Phone System to the PSTN? Calling plan or Direct Routing?

Before assign phone number to users, please consider if your country or region can available for your organization.
