I am looking to confirm if there is any way to configure service alert notifications in Azure AD Admin portal for Exchange Online.

Did you mean you would like to receive notifications of Exchange Online Service Health?
If it is the case, please log in Microsoft 365 admin center and locate Health>Service Health.
You may click Preferences to configure sending the notifications to specific email addresses.
