Why does Project run as a background process versus as an app?

I have installed MS Project via Microsoft 265 via office.com. The install went well and the Icon for Project is on my desktop. However, when I double click the icon, MS Project flashes like it is running and nothing else happens. Whe I check Task Manager, MS Project is running as a "background process" and not as an "app" in the foreground.

How can I resolve this issue?
