I see you already chatted with Microsoft and Apple so I assume they have already provided the best answer. But let me also try to share my knowledge here as well to see if I can help.
First, is your PC running in Windows 11 OS and iPhone is running iOS 14 or higher? This is important before trying to pair your devices. If it is, try the following steps next:
- Make sure bluetooth is turned on
- Make sure you're signed into the same Microsoft account on both devices.
- Open Phone Link from the Start Menu.
- Select iPhone when asked to choose a phone type.
- A QR code should appear.
- On your iPhone:
- Open your camera app and scan the QR code.
- You’ll be prompted to download the Link to Windows app from the App Store.
- Install the app and follow the pairing instructions inside the app — do not pair manually via Bluetooth settings.
If you have an app installed already, try uninstalling it first and reinstall.
- Accept Bluetooth permission prompts on both devices.
- Allow message and notification permissions when asked.
