Azure DevOps: User should not find a way at all, to commit the changes without associating workitem.

We are using Azure DevOps 2020 as a cloud service and using TFVC as source control.
As per our requirement, user should not find a way at all, to commit the changes without associating workitem.
Is it possible by any way?

We also tried to set the check-in rule/policy. But user can still have the option to override the policy by clicking on an option "override policy" and user can still commit without associating workitem. So if we can disable the option "override policy", at least that would help.
