Linking between locations/test in several Word documents

I have 3 Word documents. An EU Directive, the national legislation and the national guidance. I want to be able to:

1) reference the articles in the EU Directive to relevant articles in national legislation and vice versa
2) reference the articles in national legislation to sections in the national guidance and vice versa

Is this at all possible?
