Please stop timer service, clean the configuration cache, and then start the timer service. Check if it works after clearing the cache.
- Stop the Timer service
- Go to %SystemDrive%\ProgramData\Microsoft\SharePoint\Config\<GUID> folder in File Explorer. The ProgramData folder may be hidden by default so you may have to unhide it in the File Explorer.
- Back up the Cache.ini file. (Make a copy of it. DO NOT DELETE THIS FILE, Only the XML files in the next step)
- Delete all the XML configuration files in the GUID folder (DO NOTE DELETE THE FOLDER).
- Edit the “cache.ini” file, set the content to 1. This indicates that all cache settings need to be refreshed. Eventually this value gets automatically updated to another number when the cache is repopulated.
- Start the timer service.
