Cannot access security code due to email address no long exists

I am helping my brother set up his new computer and when getting to "create a pin" for sign-in the setup has an old email address to send the security code to that no longer exists. It was originally used at the isp he has and they switched to using Yahoo and he failed to create an account. He has tried to switch the email account to receive the code but the system says there is a 30 day wait for the change the email in order to get the code to generate the pin to sign onto his new computer. Is there a work around for this issue?
