How to re-position scrollbar in File Properties window?

In Visual Studio 2019, versions 16.10 & 16.11, the scrollbar in the File Properties window is positioned near the center of the second column. How can I re-position the scrollbar to the normal, right-edge location?

That looks like a quirk/bug; display driver issue maybe?
Have you checked whether there's an updated display driver for your computer?
Check if the Tools, Options, Environment, General, Automatically adjust visual experience set of options make any difference.

@PengGe-MSFT I'm not sure. I never move or change the docked location of the Properties window.
(I'm not on a machine with VS right now.)

@PengGe-MSFT If I resize the window, the scrollbar is re-positioned correctly. But the problem still occurs every time I open Visual Studio.

You can try to repair Visual Studio.
If the issue still exists. I suggest you can start a new thread and report this issue to VS Product Team in our Developer Community with some reproduced or detailed information. if you do report this issue, please share the link here, other forum members who are interested or meet the same or similar issue can go to vote for this thread.
