Error creating Speech Service resource with Azure for Students subscription (RequestDisallowedByAzure)

Hello,

I’m using an Azure for Students subscription and I cannot create a Speech Service (Cognitive Services) resource.

Details:

Resource name: speech-lab-alice

Regions attempted: East US, West Europe, West US 2, North Europe

Error message:

RequestDisallowedByAzure: This policy maintains a set of best available regions where your subscription can deploy resources.

This issue prevents me from completing my learning labs with Azure AI Foundry. Could you please clarify which regions are supported for Cognitive Services (Speech) in Azure for Students, or enable at least one available region for my subscription?

You’re hitting a region restriction that’s applied to Azure for Students subscriptions. That exact message comes from a built-in Azure Policy assignment (Allowed locations / Allowed resource deployment regions).

Azure for Students accounts can only create resources in a small, pre-approved list of regions that varies per subscription.

If you want to find your allowed regions :

• in the Azure portal, open policy and go to assignments
• look for an assignment like allowed locations or Allowed resource deployment regions and open it
• in parameters, you’ll see the list of regions you’re permitted to use. Create resources only in those.

The Speech service is available in many regions, but not all.

To successfully deploy the Speech Service in Azure under your Azure for Students subscription, begin by identifying your allowed regions. Sign in to the Azure Portal and navigate to Subscriptions. Select your student subscription, then go to Policies under Settings. The “Best available regions” listed here are the only regions where you’re permitted to deploy resources. This list is dynamic and reflects your current subscription configuration. For general guidance, refer to the Azure for Students FAQ.

Next, cross-check which of your allowed regions support Cognitive Services, specifically the Speech Service. Use the Azure Products by Region tool. Filter by “Cognitive Services” and input your allowed regions to find compatible deployment zones. Only regions that appear in both lists are valid for your Speech Service deployment.

When creating the resource, choose the Free (F0) pricing tier. If this tier is unavailable (greyed out), it means the region has exhausted its free-tier capacity. This is a known limitation because Microsoft restricts F0 tier availability per region. You can review the Speech Service quotas and limits for more details. In such cases, try other regions like Central US or West US 2, which typically have higher capacity.
