Stuck in an Authenticator Loop

I swapped Apple phone handsets. The accounts linked to my Microsoft Authenticator did not transfer across. Now when I try to add them it won't allow it without an Authenticator code / verification which isn't possible. As far as I'm aware I don't have any other way to verify and no other options are given. The old handset has been wiped. Please advise so I can access my emails.
