Microsoft Office can't find your license for this application. Repair Failed.

Out of no where my employees are starting to report that they are getting Office 2016 messages stating that Office can't find the license for the application. When going to repair Office it fails. When uninstalling and reinstalling Office it fails. When installing Office 2019 it fails. I have no idea what's going on. I've removed the Office folder in scheduled tasks and in the registry, ran the Office cleanup tools, and I still cannot get office repaired or installed on these laptops. Something is causing this all of a sudden.

Full message: Microsoft Office can't find your license for this application. A repair attempt was unsuccessful or was cancelled. Microsoft Office will now exit.
