Mouse and Keyboard Issues

Gave my sister an old PC (all parts are functional and tested) which she did a full wipe on to get a fresh start. Upon doing this, her mouse and keyboard aren't being picked up unless it's in the Recovery screen (the one with Use a Device, Troubleshoot, Turn off your PC). Being unable to log in to her Microsoft account means no admin password which means no troubleshooting. At a bit of a loss as to how to fix this

    Hi, good day!

    When you say, "full wipe on to have a fresh start", do you mean Reset this PC or Clean Install via USB flash drive?

    Is this a USB external keyboard and mouse? If so, can you try plugging them into another USB port?
