PostgreSQL Flexible Server stuck in Starting

We currently have a database stuck in Starting and it's not responding to stop commands.I'm assuming i need to open a support ticket and we are in developer plan so each time i get redirect to the QA.

Hi Pedro F,

Following up on this, the Azure Database for PostgreSQL Flexible Server in the Azure portal was earlier stuck in the Starting state. During our investigation, we applied mitigation steps, and the server is now back online. The team identified that the server was in an unhealthy state and performed corrective steps to restore it to a healthy state, which brought the server back online
