MS learn achievement code procurement issue

Question

We are facing an issue while trying to procure MS Learn achievement codes. The “Request” button for procurement is not visible/available, and due to this, we are unable to raise a request.

Could you please check and advise how we can proceed with the procurement process, or if any additional steps/permissions are required from our side?
