    Hi Umair khan,
Thanks for posting your question in Microsoft Q&A

There are some common reasons like Unsupported Card Types, Card Restrictions, Address Mismatch, Region-Specific Restrictions

Check Payment Method: Ensure that the cards you're using allow international transactions and have sufficient funds or credit limits. Contact your bank if you're unsure and make sure your cards have below limitations

    • check recurring payments are enabled on the card.
    • Hong Kong Special Administrative Region and Brazil don't allow the use of debit cards. They support only credit cards.
    • India supports debit and credit cards through Visa and Mastercard.
    • You can't use virtual cards to pay your Azure bill.
    • Prepaid cards (also known as stored value cards, Visa gift cards, MasterCard gift cards, etc.) are not accepted as valid payment instruments.

Refer document for supported credit and debit cards: https://learn.microsoft.com/en-us/azure/cost-management-billing/manage/supported-payment-methods

Eligibility Issues: Make sure to check if your organization type qualifies for Azure services. Certain organizations (like nonprofits without legal status, educational institutions, or governmental entities) may not be eligible.

Previous Accounts: If you've tried signing up before with the same details or payment method, that could affect your eligibility as well.

Sign out of all Microsoft accounts and use a fresh browser session or incognito mode
