Adding a Payment Method to a subscription is failing

There is an outstanding amount on a subscription that has just recently converted from a Founder's Hub subscription to a PAYG. I don't have the permission to add a default payment method, but the person who does isn't able to do it either as it keeps failing every time he tries adding his card. He is able to add the same payment method to another subscription (MCA) but not to this particular subscription. So I don't think it is an issue with the card. We thought it might be a billing ownership issue but we are not able to Transfer billing ownership as this is failing too.

That is a little frustrating, especially when you're a global admin. However, to add a payment method to a subscription, you should be the account owner or a billing administrator. Please check the assigned administrator rules. Also, transferring a billing account to a new owner usually takes a few business days. Within these days, the new owner would have limited accessibility. If it took too long, you must create a ticket with Microsoft Billing.
