wsus group policy auto restart NOT working

we use WSUS - I enforced GPO to get bunch of servers to auto download - scheduled install (9pm Thursdas) and then reboot after 30 minutes.

yet my test server got rebooted at 3am - and another server shows "We'll automatically install updates when you aren't using your device, or you can install them now if you want." - what am i missing? i didn't set any maintenance window.

*Configure automatic updating: 4 - Auto download and schedule the install
The following settings are only required and applicable if 4 is selected.
Install during automatic maintenance Disabled
Scheduled install day: 5 - Every Thursday
Scheduled install time: 21:00
If you have selected “4 – Auto download and schedule the install” for your scheduled install day and specified a schedule, you also have the option to limit updating to a weekly, bi-weekly or monthly occurrence, using the options below:
Every week Disabled
First week of the month Disabled
Second week of the month Enabled
Third week of the month Enabled
Fourth week of the month Disabled

Install updates for other Microsoft products Disabled

*No auto-restart with logged on users for scheduled automatic updates installations: Disabled

*Always automatically restart at scheduled time: 30 minutes
