Microsoft Account not adding new device

A few problems recently (started about 9/14/25). First, got a new computer for my office. It has WIN10 pro. Update states that it is ready for the free WIN11 upgrade but not giving a button to start the download. Second, when I go to my Microsoft Account, The device is not immediately detected and immedialety added to My Devices. Cannot add manually. I need to link the license to my Microsoft Account. I also had issues with the Authenticator with this device. I had to purchase a new license because the old key would not work with the new mobo. The Authenticator failed. I had to use slmgr commands to install the license key. My machine/computer has the license installed correctly. This issue seems to be a Microsoft Account problem and a windows update problem all at the same time. I then noticed 9/17/25 that the support website says that phone support and other support is not working correctly. WHAT is going on? Is this all a Microsoft problem? Is there any other way to link my new computer to my microsoft account?

    If the Windows 11 upgrade is not avaialble in the updates section in the Settings app, click your Start Button, then just type winver and press Enter, please provide a screenshot of that window.

    Click your Start Button, then just type msinfo and press Enter, please provide a screenshot of the resulting System Infomration window.
